Vote For Monique Doward

My Bio

My campaign is about independence, accountability, and moving Senate District 11 forward with leadership rooted in lived experience, public service, and practical solutions. I am running because families across our district are facing real pressures: rising housing costs, property taxes, child-care shortages, stalled health care access, workforce decline, lack of rural transportation, and government systems that too often feel disconnected from the people they are supposed to serve.

As a former Kettle River City Council member, former social worker serving families in the Fond du Lac community, public-health professional, and doctoral student in public health and epidemiology, I have seen how policy decisions affect people at the local level. I have worked with families navigating housing instability, health concerns, disability services, child support, public assistance, caregiving, and complicated government systems. I have also served in local government and understand how transparency, due process, and accountability must guide public decisions.

I am running as an independent because District 11 deserves a senator who is not controlled by party politics. I believe good ideas can come from any side. My focus is not political labels; my focus is results. I want to protect individual rights, defend rural communities, support workers, strengthen families, protect clean water and wild rice, preserve responsible mining and skilled-trade jobs, expand affordable child care, improve rural health care, and make government answer to the people again.

This campaign is about bringing working families, seniors, veterans, caregivers, small businesses, farmers, tribal communities, unions, responsible gun owners, parents, renters, homeowners, and local leaders into the conversation. District 11 needs leadership that listens, investigates problems, reads the details, and takes action.

My Key Issues

Rural Health Care and Caregiver Protection

Protect rural health care access by supporting clinics, pharmacies, ambulance services, mental-health providers, dental providers, home-care agencies, PCAs, CFSS workers, and family caregivers. In rural communities, losing one provider can delay care for hundreds of residents. I will support provider-stability assistance, fair billing appeals, continuity-of-care protections, timely authorization decisions, improved PCA and CFSS wages, respite care, and an independent home-care ombudsman to help families and caregivers navigate disputes.

Affordable Child Care and Workforce Support

Child care is workforce infrastructure. Parents cannot work, attend training, or remain employed if safe child care is unavailable or unaffordable. I support a state-funded tuition-free child-care pilot in Senate District 11 that partners with licensed centers, family child-care homes, tribal providers, schools, and employers. The pilot should include rural communities, shift workers, evening and weekend care, fair reimbursement for providers, anti-fraud controls, and public evaluation before expansion.

Housing, Property Taxes, and Slumlord Accountability

Housing must move beyond campaign talk. I support affordable starter homes, senior housing, accessible housing, workforce housing, rental rehabilitation, and stronger protections for tenants living in unsafe conditions. I will also support property-tax relief through stronger homestead protections, income-based refunds, fair assessment procedures, clearer notices, and better appeal options. Responsible landlords and homeowners deserve fair treatment, but slumlords who collect rent while refusing basic repairs must be held accountable.

Clean Water, Wild Rice, and Responsible Mining Jobs

District 11 must protect clean water, wild rice, and natural resources while also respecting the importance of mining, skilled trades, union jobs, transportation, and local industry. I support responsible mining with enforceable permits, transparent water monitoring, sulfate treatment, meaningful tribal consultation, strong reclamation plans, and financial assurance so taxpayers are not left with cleanup costs. Protecting wild rice and protecting jobs should not be treated as opposites. We can support workers and require corporations to protect water.

Government Accountability, Fraud Prevention, and Due Process

Fraud, waste, abuse, conflicts of interest, and misuse of taxpayer funds harm every resident. I support stronger audits, transparent contracts, ownership disclosure, data-based program reviews, whistleblower protections, and recovery of fraudulently spent public money. At the same time, enforcement must respect due process. Honest providers, small businesses, caregivers, and residents should not be destroyed by administrative errors, unclear notices, or unverified accusations. Government must be tough on fraud and fair with people’s rights.

Family Stability, Child Support Reform, and Parental Rights

Children deserve safety, stability, financial support, and meaningful relationships with safe and responsible parents. I support fair child-support adjustments when a parent’s income changes, timely review processes, equal consideration of responsible mothers and fathers, protections for domestic-violence survivors, and stronger safeguards against retaliation when abuse or neglect is reported. Family-law systems should protect children, respect due process, and avoid trapping families in outdated or unfair orders.
